I’m testing WordPress 3 and Buddypress. I’d like users to be able to customize their blog themes, so I’ve added themes like constructor. Problem is, only the super admin. can see the theme options menu entry for any of the themes — even though the other users are administrators of their own blogs, they don’t see that menu entry.
Is this expected behaviour? If so, how can I override it?

You have to go to Super Admin > themes and enable your required themes for the network before individual blogs can see and activate a theme in their dashboard

The themes are activated, and can be selected. The theme options menu entry doesn’t appear in the Appearance menu though. For example, with the ‘constructor’ theme, the ‘Customize’ menu entry doesn’t show.
Any ideas folks?
I’m happy to dig around in the code to find where menu options are filtered according to user status – but should I be looking at the individual themes, or a universal setting somewhere?
