Hello i would like to know, what plugins or what i have to do to have this functionality.

As you can see you can put links in the images, and images over ir.

Also i would like to know if there is a plugin to make the people vote a post and the most voted win, and the plugin tell you who win.

Brajesh’s bp-gallery will support image tagging in a future release, but it does not do that today.
