I plan to install BP but I would be grateful for a comparison of what additional functionality visitors to my site would have if I also enabled multisite. I understand that MU in effect turns a site into a sort of wrdpress.com in the making, with visitors able to create their own blogs. But the home page of this site states that with BP you can “allow each of your users to start their own full powered WordPress blog.” So BP alone will let my visitors “start their own full-powered WordPress blog” or does that also require MU? Is there a comparison anywhere of what a BP site can provide, with and without MU enabled?

No BP does not empower user blogs alone , WPMU or as is it now WP Multi Site handles the mutli blog capability so you could have user blogs without the need for BP.

Essentially BP just sees that multi site is active and provides links to them in user profiles amd directory views and pulls posts into the activity streams.
