You’re 4 months out of date. Download the latest nightly build of the plugin from our Google Code site:

There is no option to force users to enter an image description. Adding an option like that would make it impossible for users to bulk-upload images.

@biteweather maybe try add a login/log out some where in your theme like header to try log in?
