Those buttons are added in the functions.php in the bp_dtheme_setup() of the BP-Default theme. You could unregister those actions, depending on what you want to do.

Look in your database. See if the wp_bb_* tables have been created.

Have you fixed https://buddypress.org/community/groups/how-to-and-troubleshooting/forum/topic/this-group-does-not-have-a-forum-setup-yet-3/ ? If you haven’t, fix that first.
