You should be able to go to Admin > Settings > and tick “Enable discussion forum”. But just in case there’s some obscure bp.org bug preventing you doing this, I’ve just done it for you. 🙂

I suggest you look in bp-default theme’s /members/index.php to see an example of the members loop. You can use it as a template to use elsewhere in your theme where you want to build your avatar list.
