Not sure what you mean by the 2nd and 3rd level… can you give me an example?

No such plugin exists at the moment for multi-level connections. I’m guessing it would require checking your friends and their friends and their friends’ friends 😉 Interesting idea for a plugin though.
Re: followers plugin. This iis set to be released when the new version of BuddyPress is up, which is probably in a week or two.
