There seems to be an issue when using child themes—perhaps the way I resolve the theme files is wrong, but if your child theme doesn’t explicitly have a home.php defined in it, the personal pages fail. @Jenny If you want the plugins to be activated on sub-blogs, then they must be network-activated. But if the plugin page itself is also available on each individual blog, then your users can still customize settings.
