I have not activated the creation of blogs. How do I do that?

When I try to access blogs/index.php it just kicks me back to the main page. I can go to groups, forums, activity, members but not blogs. I want to move the main navigation menu down in the theme BuddyPress Default 1.2.7. Can anyone tell me where in CSS this is located. I can’t seem to pinpoint it.
