The short answer is yes but with some custom modification. Either you’re going to have to develop it yourself or work with a developer to achieve everything.

Seems to me like BuddyPress will do most of that but the ‘filtering’ to different types of sign up probably you’d want to look at some form of membership plugin in conjunction.
