Just thought I’d update for anyone else with a similar problem. It has turned out that my Possible Solution #1 above has solved this for me completely. It does behave differently for Administrators (as it should) which caused me some confusion.

When I did this before, the pages were blank. I don’t know what’s changed but now they are working – so I am very happy.
Thank you Henry for taking the time to answer. 2 sentence solution; you definitely rock! (was an easy one but take it – thanks)
My understanding is that BuddyPress is supposed to generate these pages automatically when you set “Anyone can register”
If I create the pages manually, then I simply have a blank page – users can’t register or activate.
I did try making them manually (and they were blank), but I removed the pages after reading that BP would automatically create the appropriate page. Did I get that wrong?
I am still waiting for a reply…
Update: As a test I tried the MesoColumn theme which is well rated and supposed to be BuddyPress compatible. It made no difference, I cannot get the 2 pages created.
