Go to your wp-admin/admin.php?page=bp-page-settings page and make sure your Registration page is actually associated with a real page. Then log out, and go to your registration page.

Do you have the code for the register.php and activate.php files?

Maybe you haven’t turned on registration for your site. Go to your dashboard, Settings, General and check the box that says “Anyone can Register”.
