The site creation wizard just conforms to whatever creation policy already exists. What you are asking for would actually require another plugin, one that modifies the policy that controls who can create a new site. An example of this is Limit Blogs per User.

What is the problem with line 266? Let me know so that I can fix it and update it. (It has been working fine in our environment for a couple of months now.)
