Active or Network Active

Many plugins provide choice of “Active” or “Network Active”. For some plugins that can be used site wide, I choose “Network Active”. But some plugins should work only in the blog that set as BP root, why need to be network activated?
For example, BP Group Documents, BP Group Hierarchy… those plugins are only loaded on the BP group pages, why need to be network activated? I am not meaning that we have to, but since the developers provide the option, so, there has to be a reason. What did I miss?
