Add Code to Registration Page

I’ve been through the Codex but have not yet found a solution to this issue:
I need to add a bit of code to my registration page. I know I can alter the text with a POT file, but I need to add in a link in a specific spot on the page. In earlier versions there was a page I could change and upload. How can I add this in now? Where does the page itself reside in 1.9.1?
