admin bar CSS and Float

Where would the admin bar’s CSS be found? The components like the bar background, link font and color, ect… and would I be able to float the admin bar at the bottom of the page and make the submenus going up?

Okay, so it wont let me edit my pst anymore so:

What I meant by “float” was having it sit at the top of the window and follow the page as it goes down, so it’s always in view?
