admin bar not on all pages until refresh

    wp 3.3.1
    bp 1.5.3.1
    I inherited a wp site that was horribly out of date, but was working well.
    After updating wp and bp the admin bar on top does not appear on all pages until you do a page refresh. It is most unpredictable in IE and not bad in Chrome or FF.
    Tried all my tricks and checked and disabled all plugins with no change.
    Any ideas?

    Have you checked for any error in your web browser’s console, or Apache’s log file?

    No errors in the console.
    I’ll have the admin check the logs.

    I did find that the page is calling for buddybar.dev.css via https.
    Could this be it?
