All groups displays correct number but no groups found?

When as admin I visit the domain/groups/ I get a listing of all groups under the all groups tab and the groups I’m part of under the my groups tab. But when I visit as a subscriber I only see the groups I’ve joined under the “All Groups” tab, but the tab at the top says the right number of groups. If the user hasn’t joined any groups then the “My Groups” tab doesn’t even show up. but the “All Groups” tab does and it has a message that “There were no groups found.”. All groups are public, all have at least one member. I’m not sure where to go here, but it seems to me that all groups should show all groups, and my groups should show either the groups you are part of or groups you’ve created. If this is not how it’s supposed to work, how are users supposed to brows public groups. If this is how it’s supposed to work, has anybody else seen this? I looked at the groups-loop.php and it seems pretty straightforward, but maybe I’m missing something here? If anybody could give me a lead into where my problem might be it would be greatly appreciated.

I used the template pack to incorporate into the Showcase theme, worked fine with some minor css tweaks.
Windows subdirectory install, not root, will be moving to linux server in the future.
I have a number of other plugins installed:
BP Activity Plus
BP Auto Join Group
Post Expirator
WP Page Navi
Theme My Login
BP Photos + Tags
Events Manager
But the problem still displays with everything but Buddypress deactivated.
