allow certain users to create sites and forums

    Hello…

    been searching for how to do this, but didnt find solution so figured i would post the question.
    im using wordpress multisite 4.0, buddypress 2.1, and bbpress 2.5.4. site has two membership types which for purposes of this will be called free level and member level. i want to allow those at member level to create a site and a bbforum but not allow free level to do so.

    i have read how to allow all or none to do it and so far, what i think i have to do is not allow anyone to create sites or forums; instead, i should have them request it so i create it for them.

    any suggestions are welcome.
