Approve/Deny a Post/Comment Based on Image / Video

I am creating a gaming membership for kids.
I want them to have the free ability to chat with a profanity filter.
I need to have any post or comment with a video/image/gif be moderated. I want to be able to approve or deny those types of interactions.
Is there a way to do so based on image/video/gifs and still let them chat if there post is chat only. Meaning, only have the post or comment have to be approved if it has some sort of media, but if it is just chat, they can do so without that level of moderating?
