Bad Request – Why Can’t use chineseTitle Create a Group?

My Buddypress is 1.28
If I Create a Group or Forums by Chinese Title, it will show “Bad Request”:

Bad RequestYour browser sent a request that this server could not understand.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.—
