Okay guys I am looking for a best plugin which is the top for making a app version of my website, is there any suggestions? (I don’t paying too for the plugin) but based of yous experience what is the best plugin to go with?

What about https://wordpress.org/extend/plugins/buddypress-mobile/ – it all depends on why you want an ‘app’ but that may be a good first stop solution?

Regular sites work well on tablets. You can use a responsive theme or use buddy mobile. I’m working on next buddy mobile and it’s very app like. The current version is a mobile theme that mimics an app.
