BuddyPress + bbPress + WPMU

I’ve just switched from using BuddyPress group forums to running bbPress with Buddypress. BuddyPress is installed on the main root domain of a wordpress network with 1800+ websites. The migration of the forums went fine, but I’ve noticed that now any site admin can set up a forum on their website.
Whereas before, all forums were created on the BuddyPress site, now forums can be created across the network. There doesn’t seem to be any ability to only activate bbPress for the main site, or disallow regular users from creating forums. Is this intentional? It’s a big change from how forums were administered before.
How are WordPress network admins running bbPress? Do you allow any site owner to run their own site-specific forum?
