Can I turn off groups but create my own?

    Until I get more than around 100 members, I want to turn groups off so members cant create them. But can I as admin set up one group with its own forum? I know I can create a group with its own forum but can I switch off groups so members cant create their own? At the moment I have groups turned off so any group I create dont show up.
