Can users tag their friends from within their own activity feed?

Is there a plug-in out there that allows a user to create a post on their own wall and tag another user in that post?
ie/
“Saw this today and thought you’d like it (@handle of friend)”
Thus triggering a notification to the friend that they’ve been tagged in a post?
