Can't create users on multisite

Latest WP, latest BP. Couldn’t log new user.
Disabled ALL plugins, couldn’t log new user even via WP.
Complains of ‘invalid activation key’.Where does the activation key come from? Is it possible for it to go out-of-synch with the database? Could I ‘flush’ the database?
Can create new users in admin back-end. Can’t create via front end or WP.
Am kind of desperate here. I’ve had to rebuild the site twice already, now behind schedule, client wondering, me stressed!
ANY help please, as other forums have gone dead on the issue.community.weloveourlocals.co.uk
If not, gin or a shotgun would do!
