Can't upload avatars

I tried to add an avatar and I get an error:
Upload Failed! Error was: Unable to create directory 2/avatars/2. Is its parent directory writable by the server?
I searched the forums and it seems a somewhat common error. Some of the solutions inlcuded u sing ssh and chown, which I tried. I did it on wp-content and even created directories and tried it on those with no fix.
I’m using WP 3.5.1 and BP 1.6.4
