Default color as black, not gray

The gray default font color and borders of buttons in the default theme are difficult to read/locate. Users shouldn’t have to double-take what they’re reading or not be able to easily identify where items are because the gray border on a button is soft.
How can I make the default font color #000000 as default instead of the current shade of gray? Thanks.
