Hello,

If a user deletes his account, can he re register again using the same username? If yes, when can a user re register again?

When a user deletes his account, does buddypress delete all of his/her details from the database?

Try it and find out.
Unless you’ve changed something or use a plugin like WangGuard, they can immediately re-register.
