I’m running the latest fresh install of WordPress on Xamp with buddypress (default theme) and no extra plug-ins.

How do I enable registered users to start their own blog? I can’t seem to find anything that would enable this. I’ve registered a number of new “users” as a test but no where do I get this option.

I googled around for a answer but most refer to some section like multisite -> admin -> options. It could be something else because these posts are 2+ years old.
