Fatal error: Call to undefined function pp_get_agent()

Hi,
The problem occurs when a non-admin-user click in the “create group” link (/groups/create/) on groups page (/groups/).
The error message said “Call to undefined function pp_get_agent()”, so i send this error message to the PressPermit Forum and they said:
You need to make this call first: pp_load_admin_api();
But, i have no idea how to do this.
Have you any idea?
