I’m setting this thread to resolved since BuddyPress uses the WPMU user table and thus this is a WPMU issue and not BuddyPress.

How about just sending the message to yourself and checking off “This is a notice to all users.” Otherwise, I’d probably try the Sitewide newsletters plugin, as well. But if you really want to regularly spread and market newsworthy information, I’d def recommend something like MailChimp — http://www.mailchimp.com/features/ — since that has more of a CRM backend with some analtyics to improve on those mass emails.
I have done the notice to all users, but that requires people to visit the site in order to read the notice.
I have installed and used the site-wide newsletter plug in.

Is there anyway to bubble up the notice to all users message to the home page of my site. I would like it that when a users logs in, that message is at the top of my site, along with when they visit there inbox.
Any help would be greatly appreciated.

This is a four-month-old thread that has been marked as resolved. Starting a new issue within it will get you little help.
