How to allow the user to edit “Profile Visibility Settings”

Hello,
Can someone please advise me on how does the user set the “Profile visibility”? I see the options available when working on the backend but when accessing from the frontend, I see no options to edit the options. Please, see provided screenshots. Thank you 🙂
