How to have a public two-person discussion with email notification?

If I post a ‘Public Message’ to someone, that person gets an email notification. But it that person replies to that public message on the site, I don’t get email notification. Is this how it’s supposed to work? How am I supposed to know they replied to my message? These sites aren’t like Facebook where you’re checking everything constantly. Normal users need email notification.
Otherwise, is there a plug-in that does all this or is there another solution?
