How to move admin bar under header and customise it

Hello,
My website has the wpforo forum plugin.
How can I make the admin bar appear under the header with the custom padding to fit the body of the site – just like how buddypress does it?
At the moment, after a user logs in, the admin bar sticks to the top of the page whilst scrolling.I’m using a managed wordpress hosting plan with wordpress version 5.2.3 and buddypress version 4.4.0.
