Is there a way to edit the activation page using a hook? I don’t like the default welcome message.

I also don’t want to edit the functions.php or any pages directly. I have a plugin that lets me edit functions.php and add hooks without touching the actual files. So I’d like to add a hook that can let me change the activation page text.
