Hi strange question I guess, but how can a user who has group or group forum creation rights, limit the amount of people that may sign up to that particular group or forum, is there anyway of setting a “max limit” on new members joining that group or forum

By default, you cannot limit users per forum or group. This would have to be accomplished by a plugin; there might be a plugin that exists out there that does this, but nothing comes to mind at the moment.
