Language translation without manipulating code in the database

Our site is a group of blogs all connected to the main site. Right now the site and backend are in English but the base language of our site needs to be in Romanian. Plus we want to have language options for Russian and English build into the site as well.
I’ve tried installing BP Translate and BP Multilingual thinking it would be an easy process. But, though the language menu appears in the nav bar, no changes occur when you switch from language to language. I’m probably missing some steps yet…
Is there no plugin that does this without having to go into the database code?
Either way, would somebody be willing to walk me through the process. I can’t find any step by step instructions for beginners anywhere.
