Langugage installation help

Hello,
I am using wordpress 3.1 and buddypress 1.2.8. i have installed it in english. now i want to give and option to the users to select the language at signup. so that they can use my site in their own languages. i want to use 2 languages. english and portuguese.
tell me the way how i can achieve this in my site. kindly tell in in step by step process.
