Linking two users to one account, or linking two accounts together

Hopefully this comes across clearly. I’m working on building out a new site (not online yet) and one feature I’d like to have is the ability to have multiple users under one account for billing and the ability to share activity between the two. My first thought is to add a column to the default user table to store a link ID and then modify my queries off of that.
Does this sound feasible to anyone, has it been done publicly to anyone’s knowledge? I’m just trying to find a starting point really. My PHP experience is enough to handle the basic tasks but when it comes to modifying core functionality I don’t know the best route to do it.
