I want to developer a site which uses Buddypress, but I’m fairly new to web dev (I’m a game dev) and I don’t know if it’s better to set up a local development environment for WP and install buddyPress on it, or it’s better to do things online?

Either way is fine, whatever you prefer.

But are there certain technical issues that I might run into using Buddypress locally, that I wouldn’t have remotely?

Your question is too broad – there are several ways to create a local install: MAMP, XAMPP, Vagrants, etc.

If you’ve never done it, you might get setup faster and be more comfortable working online.

Ok does all the functionality that buddyPress have work fine if installed locally?

I’ve not encountered any issues locally.

My preferred setup is Chassis to provide local WordPress environment on vagrant; then adding BuddyPress however you prefer (from wp-admin or manually). Works great on OSX (although there are some general config changes with VirtualBox on El Capitan).
