Manage Signups not working on Multisite?

Hello,
I just installed BuddyPress on my new WordPress Multisite network (v4.4.2) configured for subdomains and it doesn’t appear to have been installed correctly, or I am missing a critical configuration setting.
After installing BuddyPress on my Multisite network through “Plugins > Add New” the following menu items were added to my “Users” menu:
1) Manage Signups
2) Profile FieldsThe issue is, when selecting Manage Signups, I am taken to an empty “Users > Add New” interface where it indicates (directly under the interface title) 2 total users and 1 Super Admin (I’m setting this up for the first time).
When clicking the “Registration is disabled. Edit settings” link in the “Manage Signups” window, I am taken to my Multisite Network Settings where I have the following selections saved:
• Logged in users may register new sites
• Send the network admin an email notification every time someone registers a site or user account.
When linking to “Users > Add New” through the original Multisite Users menu (“Users > All Users) the two current users are listed as expected. At this point, the function of “Manage Signups” is not clear.
