Mark user as a spammer – do NOT delete data

Hello. Is it possible to mark a user as a spammer and to NOT delete the users data?
I’d like to keep the data of banned accounts on my site just in case.

You could probably write some code to do this (unhook various action callbacks) but there’s no on/off switch for something like this.
