I’m looking in the buddypress directory and in the theme’s members/single folder, there is a blogs.php.

What is this for? Also, how do you set up blogs for each user?

They are for user blogs.

Blogs for each user are a feature available if you have enabled your WP install for Multisite use i.e subdomain or subfolder separate WP blogs running under your primary WP domain install. See the WP codex for a better detailed explanation to setting up Multisite.
