BP Mass Messaging will let you PM all of the registered users on your site. They will receive an email notification of the message as well.
Note: This plugin can easily put you over your servers hourly email limit if you have a decent number of members.

Where is `BP Mass Messaging` ? Is it an Admin option? Is it a plugin?
If it is the plugin, I already tried it and it does not work. I got:
`You do not have sufficient permissions to access this page.`
Note, I am the WP Admin.
Plus I don’t think it is supported by the developer any longer. I posted to their forum site and s/he did not respond.
P.S. we have our own servers and host the site internally so the email blast to our 250 members will not be an issue.
Yes, it’s a plugin. I didn’t realize it wasn’t being supported any longer. I’ve used it for the last year without any issues. Sorry it’s not working for you.
We are on a co-located server and have around 700 members currently. I have to use the feature after business hours so I don’t cause problems for my other accounts. If you find a better solution I’d definitely be interested in checking it out!

FYI, the BuddyPress development team has rejected my enhancement request to implement a Community Notification Capability (see https://buddypress.trac.wordpress.org/ticket/4381).
I am now going to see if I have any luck with the Email Users plugin at https://wordpress.org/extend/plugins/email-users/
