Prevent Auto Post when Uploading Picture?

When someone adds a picture through the activity stream, it will automatically post it. If the user wanted to add text/comments to it then it would be too late…
They have to add the comments before and then click upload image in order for their comments to be attached to the image.
Is there an option to turn this off or fix it?
