You mean on a per-member basis?
This plugin allows a member to block other members so they can’t message them.

Well more like choosing if you can get messages or not.
I have a site where eventmanagers publish events, and I think they should be able to choose if they want to recieve messages on my site or not.
Guess you have to ask eventsmanager author to implement a such feature for BP.
Well it doesnt consern that plugin at all,that was just an example.
So there is not a way to let users turn off messages?

more like this plugin, where users choose who can pm them. Seems like its outdated though, and it filters on friends or followers
