restrict users from accessing some features

Hi, I’m looking for a plugin (or manual code) which allows me restrict the registered users from accessing some features based on their activities.
for example users could send private message ONLY if they’ve posted 50 topic replies. Actually I need what I said. but if there is a plugin with more features it would be nice. I couldn’t find any working plugin.

my installation:
wordpress 3.5.1
buddypress 1.6.?

with cubepoints you can only give some points to users. but on the other side we must be able to use this points for our purpose. how can I define some capabilities based on the points which cubepoints give to users?
