Set message in Activity Stream for Groups.

In the Groups Activity, I would like the “textarea” to be replaced with a set message that I (the admin) put there. (Instead of the textarea).
Can someone point me in the right direction to what file I need to edit for this?
And how I can easily enter the text I would like my group members to be able to send through the activity stream?
