SuperUsers that are allowed to create users

Hello. I´m doing a matching service and I´d like to make some superusers profiles that will be allowed to make some normal users profiles.
So, I´d like to have some superusers that can register users. How could i do it?
In addition, I would like that superusers could register and manage normal users in frontpage.

The person creating the user will need the create_users capability. By default, only super-admins and admins have it. But, you can add the capability to any role using the add_cap() function.
